the homeless problem has been solved

San Joaquin county California I seems has found the solution to the homeless problem in America, You simply pass laws and ordinances that prohibit the acts involved in the Homeless fight for daily survival.
You outlaw the act of asking people for help in the form of money, work, food, shelter or clothes. then you make it against the law to sleep in any place by which the public might have access to parks river walks woods freeway adjacency's or any private property which may be viewed by others.and you also must outlaw the act of dumpster trespass and you must call it molestation of private property. I know to some that sounds a bit perverse but it will deter the act of dumpster diving for cans bottles or anything else that one who lives in you city might no longer have need of.
If you then start ticketing these lawless individuals who would beg on your street corners for food, and take it upon themselves to crawl into your dumpsters for cans, the homeless population will start to dwindle. you will see less and less homeless people in your community than you seen in the past.
this can be confirmed, because it appears San Joaquin County has seen a reduction in it's homeless population as compared too times in the past.
So I think they are on to something with this they have a tried and proven method of dealing with Americas Homeless population, If you in your towns and cities can convince your governing bodies your Mayor's and county commissions to follow suit with San Joaquin county California, than before you know it we homeless will just no longer exist.
And to the four winds be our Human rights or our dignity or our constitutional rights, just outlaw us being who we are and let all of us rot in a debtors prison, for the fines we couldn't pay on the tickets we amassed. then you will truly be a functioning society with only murderers drug lords and thieves on your streets and not  hungry impoverished and broke people trying to survive.
